I met a guy once called Hifumi 一二三 his parents must have had a sense of humour. I once wrote my name in Katakana at the Ward Office and they pulled out the form for Registering An Official Alias and added my Katakana Alias to my Alien Registration card. First by hand and the next time the card was remade, it was printed on the card under my romaji name. Another friend took a Kanji hanko that had been made for her in China and had that registered as a Registered Hanko and the Kanji name was also registered as her Official Alias. So, it is totally acceptable for a foreigner from even a non-Kanji culture to declare a Kanji name and use it as their official name in Japan.
